Critical controls require a level of assurance “over and above” other measures at a facility. To document the level of assurance needed, performance standards should be prepared for each control to define this.
The type of assurance will differ based on the control. Relief systems, instrumented controls, critical operating procedures and management systems all need a performance standard that defines what is good and how this is assessed.
A good performance standard will need to define:
- Required reliability
- Required availability
- Required Survivability
- Assurance requirements
- Reference to testing/ auditing requirements
- Reference to design and testing standard
